Dogs in Sweden: rules, tax and travel

Dogs and cats must be permanently marked and registered with the Swedish Board of Agriculture, and owners are strictly liable for damage their dog causes. Dogs must be kept from running loose in wildlife areas from 1 March to 20 August.

Local councils add leash rules, for example always-leash areas in towns and parks.

Breed rules

No breed is banned in Sweden; dogs with an overly combative, biting temperament are not permitted regardless of breed (Lag 2007:1150 om tillsyn över hundar och katter). [1]

Registration and microchip

Registration

Owners must register their dog with Jordbruksverket and report a new owner or the dog's death.[2]

Microchip

Dogs must be permanently marked by microchip or tattoo. A microchip is needed to travel with the dog.[2]

Insurance

Liability insurance

Not confirmed as compulsory. Home insurance liability cover can help pay damage a dog does, but the owner is strictly liable by law.[2]

Leash and muzzle

Leash and muzzle

From 1 March to 20 August dogs must be kept from running loose where wildlife lives. The rest of the year they must not chase game. Some areas always require leashes and some ban dogs.[3]

Other rules

Owners and keepers must compensate damage caused by a dog even without fault (section 19). The county board can order measures, seize a dog or ban a person from keeping dogs.[3]

Never tie a dog to the towbar of a car, and do not leave a dog in a car where the temperature could pass 25 C.[2]

Travelling to Sweden with a dog

From an EU country

Non-commercial moves follow Regulation (EU) No 576/2013 with a maximum of five dogs, cats or ferrets.[4]
