In Tasmania dogs must be microchipped and registered with the council by 6 months of age, and cats must be microchipped and desexed from 4 months.

The national rules for Australia apply here too. National rules
Registration and microchip
Cats over 4 months must be microchipped by an approved implanter, unless a vet certifies harm. The HomeSafeID registry no longer operates, so owners should check their chip on petaddress.com.au.[1]
Keeping rules
Under the Cat Management Act 2009 cats must be desexed by a vet at 4 months old, with exemptions for vet-certified health reasons and registered breeders.[1]
